What Is Decree-Law No. 11 of 2024?
The UAE's Federal Climate Law, effective May 30, 2025, is the first national climate law.
It makes it mandatory for companies (public, private and free zone) across all sectors and sizes to start measuring, reporting, and reducing their greenhouse gas emissions (GHG). This applies to both public and private businesses, including those in free zones.
The goal? Help the UAE achieve net-zero emissions by 2050 and build resilience to climate change.

What it requires:

Mandatory GHG monitoring & reporting of Scope 1 & 2 (and basic Scope 3) emissions using Ministry-defined methods.

Five-year emissions record keeping, plus data submission through national digital platforms for verification.

Development of emissions reduction and climate adaptation plans, tailored to each sector’s pathway and goals.

Participation in a National Carbon Credit Registry, enabling carbon-offsetting, trading, and possible access to incentives.
Non-compliance can lead to penalties ranging from AED 50,000 to AED 2 million. Repeated violations within 2 years may lead to double penalties.
